So if it's not a youth club, then what is Scouting?

The Purpose of Scouting:
Scouting is a training and educational movement with a clear purpose; to promote the development of
young people in achieving their full physical, intellectual, social and spiritual potentials, as individuals, 
responsible citizens and as members of their communities. 

 The Scout Method:
The Scout Method provides an enjoyable scheme of progressive training, based on the Scout Promise
and Law, guided by adult leadership. 

 This is achieved by young people:
Enjoying what they are doing
Learning by doing
Participating in varied and progressive activities
Making choices for themselves and taking responsibility for their actions
Taking increasing responsibility for others
